NORCOR Adult Jail Overview

Northern Oregon Regional Corrections Adult Facility, often called NORCOR Adult Corrections, is the practical Sherman County jail for adults. Sherman County does not operate a separate adult jail roster in Moro. The county directs detention questions to NORCOR, a regional corrections authority that serves Gilliam, Hood River, Sherman, and Wasco counties. The same Sherman County FAQ says NORCOR also has separate agreements involving Benton County, the U.S. Marshals Service, and ICE. That regional model matters because the adult roster is not a Sherman-only list.

The adult facility sits at 201 Webber Street in The Dalles. It holds Sherman County adults arrested before trial, adults serving local sentences, probation and parole sanction cases, U.S. Marshals holds, and courtesy or contract holds from other agencies. In Oregon terms, this is local or regional jail custody, not an Oregon Department of Corrections prison. A person sentenced to a state prison term moves out of the adult jail process and into the statewide ODOC system after transfer.

The Sherman County NORCOR FAQ says the regional jail books about 2,800 inmates per year, averages 14 Sherman County inmates per month, and reports an average length of stay of 13 days. Those figures describe the regional jail role for Sherman County better than a building count in Moro. The public record path starts with NORCOR, while formal charges and case outcomes are handled through the courts.

NORCOR Adult Inmate Population

The best current count is the NORCOR Adults in Custody roster. Research for Sherman County captured the NORCOR Adults in Custody roster on June 25, 2026, when it listed 62 adults in custody at 15:30. A March 19, 2026 NORCOR board packet reported Sherman County with 4 admissions, 5 releases, and an average daily population of 5 for January 2026. The same packet listed 4 current Sherman adults at NORCOR on February 19, 2026.

Current official NORCOR pages did not publish a rated bed capacity figure. Research located a 2017 news reference to 212 adult inmates at the then-current staffing level, but that should be treated as historical context rather than a current official capacity. The more useful Sherman County adult custody number is the county share of the regional jail population, which can be single digits while the overall roster is driven by Wasco County and U.S. Marshals counts.

For comparison, the board packet listed a total current jail population of 107 on February 19, 2026, including U.S. Marshals 48, Wasco 35, Hood River 13, Sherman 4, Gilliam 5, Wheeler 1, and Courtesy Hold 1. That mix is why the adult facility page must be read as a regional roster page, not a county-only booking log.

It is a list, not a search form, so a browser find command may be the fastest way to scan for a name. NORCOR Adult Facility Contact

NORCOR is the facility contact for adult custody, release, bail, mail, phone, visitation, and public records tied to adults in custody. Sheriff James Burgett and the Sherman County Sheriff's Office can route local law-enforcement questions, but the office does not run a separate Sherman County adult jail roster. For custody status, start with NORCOR Adult Corrections.

For warrants or sentence reporting, NORCOR instructs people to report in person rather than call for warrant confirmation. During weekday lobby hours, the person reports to the NORCOR lobby. After hours, the person reports to the Work Release counter in the building directly west of NORCOR Administration.

NORCOR Adult Visit Rules

Adult visitation uses Telmate and GettingOut video services. On-site video visits are available in the NORCOR lobby on weekdays, and remote video visits run later into the evening. Adults in custody receive 60 free video minutes each week, active Monday through Sunday and renewed every Monday. Paid remote or added video time costs 25 cents per minute according to NORCOR's visitation information.

After 30 days in custody, an adult may request a one-hour friends or family in-person visit. That request starts with the adult in custody using a ViaPath request to a sergeant and listing visitor names and relationships. After approval, scheduling goes through administration. Social visitors need accepted identification, and minors may visit only with their own parent or legal guardian.

NORCOR Adult Mail and Money

Personal mail for adults is processed through TextBehind. The personal mail address uses NORCOR, Oregon, the adult in custody's full name and file number, and a Phoenix, Maryland processing address. Books, magazines, approved money orders, and government checks use the direct facility address at 201 Webber Street when the item meets NORCOR rules. Incoming mail is opened and inspected, and prohibited content or contraband can be rejected.

Money and property use separate rules. NORCOR lists Telmate kiosk and phone options for deposits and bail-related transactions, mailed money orders for commissary deposits, and package vendors for certain care packages. Property release must be approved and signed by the adult in custody. Pickup is limited to Tuesday and Friday mornings, and the recipient must show official picture identification.

NORCOR Adult Bail and Release

NORCOR's bail page is the key source for adult bail details. It says the amount shown on the Adults in Custody page is normally 10 percent of the security amount, though some traffic violation charges may show the full security or bail amount. The amount shown is the amount to be paid, but it can change at any time due to charge updates or court action. A listed bail amount also does not override a separate hold, warrant, probation sanction, parole issue, federal hold, or court order.

Bail can be posted through the arraigning court during regular business hours, through the NORCOR lobby Telmate kiosk, over the phone with Telmate or ViaPath at 866-516-0115, or by the adult in custody through NORCOR booking. NORCOR lists Telmate fees of 3.95 percent of total bail, minimum $3.95, for cash, and 9.00 percent of total bail plus $9.95 for a credit card. American Express cannot be used for bail. Release dates can also shift because of court orders, good time, work credits, or new holds.

NORCOR Adult Records Requests

When a person is missing from the current roster, when an older booking is needed, or when a photo, video, or report must be requested, NORCOR Administration is the adult jail records path. The NORCOR public information page links records and complaint forms and lists submission by in person, mail, email, and fax. The records request form asks for requestor information, incident date and time, case number if known, incident type, location, and a detailed description.

The form cites Oregon public records law and says the agency may charge reasonable fees. It provides a written estimate if the cost may exceed $30, requires fees or deposits before access, and lists $20.00 for photos or DVD/video. The form also notes that documents other than public records may need to be requested through the District Attorney's Office. Filed charges and court outcomes are not jail records, so those questions move to Sherman County Circuit Court, OJCIN, or the local public terminal.

NORCOR Adult Custody Boundaries

NORCOR is a local and regional adult jail. It is not an Oregon state prison, and it is not a federal prison. A Sherman County defendant may first appear on the NORCOR roster after arrest, then disappear from that roster after release, court action, or transfer. If the person receives a state prison sentence, Oregon Offender Search becomes the correct locator. About NORCOR Adult Corrections

NORCOR is unusual because the jail system is regional. Sherman County's own materials describe it as serving four counties and as a merger of jail systems rather than a single-county building. The adult facility is paired with a separate NORCOR juvenile facility at the same regional corrections complex, but the juvenile facility is not an adult roster source.
